1. The one saying it's their 'job', considers it a duty to know about the other person's condition, because of good will/obligation/responsibility. And it is not a business, because nothing is to be 'gained'. But this interpretation doesn't seem to be fitting your pattern of labels, assuming you're not frivolous about them, which you haven't been! But who knows!
2. If I give special emphasis to 'how' in the title, I would conclude, this post has something to do with your job-responsibility at your work place. Maybe, something related to algorithms/programming or refining of some technical procedures...

I think its the supervisor who is asking "how are you" to his sub-ordinate. Or it might be a doctor attending the patient.
